A top 10 pick in his third year who has not lived up to expectations. He looked awful against the Rams (with a 3rd string QB) before making the game winning pick. Since his contract must be guaranteed, I'm not sure we can make him take a pay cut. The Dez extension is still waiting, and Jerry might want to keep Carter around. How many times will he restructure Romo's ridiculous contract?
