Probably. The league holds those two far above anyone else. That definitely would've been a flag. I know you hate him, but Roethlisberger was hit in the back of the helmet almost exactly like Manning was a couple weeks ago and there was no penalty. The league obviously holds different rules for different players as we've all come to see this season more so than any other year.
I do hate him but I do acknowledge the leagues protection of QBs doesn't extend to him either. He's actually the reason I don't make it a race issue like many do.

He was out of bounds before he launched him. He made contact the second before Vick's first foot went out of bounds and launched him afterwards. There was no way he thought Vick could have possible gotten anymore yardage and he had perfect view to know where they were. The shove was a dirty attempt to take Vick out of the game.
