The expectation in Philadelphia is that new Eagles coach Chip Kelly will serve as his own play caller. While Kelly danced around the issue a little bit, his new offensive coordinator Pat Shurmur was a little bit more revelating. “Things haven't been totally talked about (between the head coach and offensive coordinator), but the inspiration for this offense is his, and I would anticipate he would be the play caller," Shurmur said, according to Marc Narducci of the Philadelphia Inquirer. Kelly joked about the process when he was talking at length about the new staff and challenge ahead. “I will call all the good plays, and Pat will call the bad ones," Kelly cracked. It’s an interesting mix with Kelly developing a spread attack at the college level and Shurmur having come up through the ranks (in Philadelphia) in a West Coast offense. “We learned offense maybe a little different way," Shurmur said. "We both understand the important thing is score points and win football games. “I wanted to go back to work quickly (after being fired as the head coach in Cleveland), and I wanted to help somebody win football games. And I wanted to do it with somebody I would work for that I felt good enough about, and that is why I did it here." Source: National Football Post

Shurmurs job as the OC is to advise Chip on how to take his college offense and make it NFL worthy, no more, no less.
So, you hired a head coach that cant make his own offense "NFL-worthy", and then hired a guy who's never run an NFL-worthy offense himself to oversee the process? Nice.
Honestly in a way, yes. Chip knows college. He knows college very well. Shurmur knows how to make an offense more efficient. He's there to tell Chip "Yes, that could work" or "No, that won't work." I don't see why it's hard. And Shurmur took the Rams and turned them from god awful to very eh. The man is a good Coordinator, just not a good HC.
He did not call good plays in Cleveland or improve the offense whatsoever by my estimate. Credit for any progress does not go to him. He parlayed one mediocre season in St. Louis into a job he never should've gotten...
Shurmur is a Philadelphia guy. He coached here for about 10 years. You know that played a BIG part in why he was brought in. He coached up the QB's in Philly(5, Garcia, Feely, Detmer) and is a smart offensive guy. And one of the biggest things is this: To sum it up, he's a fairly good coach, helped a dreadful team turn it around a bit with turnover issues and problems scoring points and is a Philly guy. There ya go. Like Dawk said, he's a glorified QB coach but it makes sense.
Yeah, without question Pat's experience with the Eagles is a huge part of him getting the job. If Kelly got the HC position elsewhere, no way would Shurmur be his OC.
I've read the Wikipedia page too, and it doesn't change what I've seen from him myself, which was not good. I get your point about him not "really" being an OC, and that's true, but a few stats doesn't change that what I saw from him, which was frequent apparent confusion, bad calls, not great leadership and generally looking like he didnt give much of a heck most of the time.
