i doubt very much that the cowboys would suddenly become rush defense team if williams wasn't there but if your saftey is the only reason you don't give up 100+ rushing yards routinely you have other issues to worry about.
When Roy came into the NFL he was one to the better Safeties. The problem with Roy is that the game changed to the point that it just did not match his skill set. If he would work harder at it he could be better in coverage it just happened that he kept making it to the Pro Bowl so he had no real motivation to do so.
