Collins is a game manager, he's not going to win you any games and he's not going to lose any. Last year he was good cause he wasn't turning the ball over, and now he is turning it over. Sooner or later you gotta rely on you're QB to win games, and if he can't get it done than you need to find someone who can.
Collins' amnesia wore off. If he's your starter, you let him play the majority of the season, he has earned his starting spot. Put VY in down the line, see what you still have and if you want to bring him back. If I'm the Titans, I clean house at the QB position next season, and get that defense fixed.
