The NFL fined tackle Jay Ratliff $5,000 for his roughing the passer penalty last week against Washington's Donovan McNabb in a violation of the "Brady Rule." The league ruled Ratliff "unnecessarily struck the quarterback in the knee area" as he dived at McNabb's legs.
