The NFL fined tackle Jay Ratliff $5,000 for his roughing the passer penalty last week against Washington's Donovan McNabb in a violation of the "Brady Rule." The league ruled Ratliff "unnecessarily struck the quarterback in the knee area" as he dived at McNabb's legs. The NFL put an emphasis on such a play after New England's Tom Brady was lost for the season in the 2008 opener against Kansas City with a knee injury.
