An NFL rules proposal that would require mandatory use of hip, thigh and knee pads starting with the 2013 season was meeting strong resistance from the NFL Players Association. The NFL has dropped one element of its controversial pad proposal, the requirement to wear hip pads. New proposal encompasses just thigh and knee pads according to Daniel Kaplan of the Sports Business Journal. It is doubtful that dropping the hip pads from the requirement will soften the resistance from the NFLPA.
