That was pretty evident from the second they took Weeden. My take: he isn't THAT bad, but he also isn't that good. For some teams he could manage games but not win on his own, IMO. He just isn't what Cleveland wants/needs, with an emphasis on the want. He doesn't fit the offense they're trying to build, which was painfully obvious last year.
