    Baltimore and St. Louis were the other two. The fact that those two cities had lost teams within the last 10 years at that point, plus the fact that Carolina was unmined sports territory (aided by no MLB, NHL, or NFL teams at that point, and the NBA Hornets were very popular at the time) and Jacksonville had been one of the USFL's few success stories, it added up to the underdogs getting the nod.
