I think all teams should be based in the US and not in Mexico, Canada or elsewhere, but that's just me.

One city's failure to adequately support its NFL team should not preclude others from getting a team. In 1993, when the league awarded franchises to Charlotte and Jacksonville, it was taking a chance on both cities. San Antonio was a finalist for a team at that time as well but was ultimately snubbed by the league. And now 16 years later you have the results of this decision making. One team, the Panthers, has succeeded greatly since its inception while the other, Jax, has floundered.

Do you think the league might have made a bit of a mistake here? Instead of placing a team, deservedly, in San Antonio the league chose Jacksonville and has regretted it ever since. Jacksonville is a mere 67% the size of San Antonio and is not nearly as wealthy. An expansion franchise in San Antonio would have been wildly successful and would not have suffered through half-empty stadiums and low season ticket sales.

But there is time for the league to redeem itself. It can move the franchise out of Jacksonville and into San Antonio or it can award San Antonio a team in the next expansion. Either way things will be changing.
