The agent for former Raiders cornerback Charles Woodson told ESPN that the Raiders have made an offer for the unrestricted free agent. Woodson was released by the Green Bay Packers earlier this offseason after spending the past seven seasons in Green Bay. Current Raiders general manager Reggie McKenzie was with the Packers when Woodson was there from 2006-11. The 49ers are the only team that Woodson has visited since his release.
