Tampa Bay Buccaneers OT Donald Penn is the only remaining restricted free agent on the team that has not signed his tender offer, reports Roy Cummings, of The Tampa Tribune. The team hopes he will sign his tender before the start of voluntary workouts next week, however Penn is expected to skip the workouts and possibly the team's mandatory June minicamp because he is looking for a long-term contract.
