Panthers general manager Marty Hurney has the same seat every year at Senior Bowl practices, alone in the top row at Ladd-Peebles Stadium, and might have the same vantage point, but he is in a different perch this year at the college all-star game - holding the No. 1 pick in the April draft. Following the second of two practices Tuesday, Hurney did not rule out using that pick to select a quarterback. Whether through the draft or free agency, Hurney indicated the Panthers want to create competition for Jimmy Clausen after finishing with the league's worst offense and passing attack in 2010. "That's the No.1 need," Hurney said. "I think we have good players. It all starts with solidifying that spot. That's something that everybody in the league would agree with." Clausen was 1-9 as a starter and had the NFL's lowest passer rating as a rookie. Hurney said the key with the No. 1 pick is finding a player who can impact the organization for years to come. It wouldn't be out of the question if Jake Locker was the No. 1 pick if he can repair his stock during the next two months. He was considered the top guy in last years draft before returning to Washington. Sam Bradford was injured, played three games in his final year in college and had shoulder surgery but showed no ill effects and was still taken with the No. 1 pick and flourished.
He would've been a lock at go No. 1 but they can't worry about that now. Locker could be just as good as Luck if he can make improvements as a passer. He's got nice straight-line speed and mobility to become a good NFL quarterback. He's been making waves so far at Senior Bowl week. His intangibles are almost off the charts.
