Veteran outside linebacker Thomas Howard signed the one-year tender offered him by the Raiders as an unrestricted free agent. Howard will receive $1.759 million if he makes the Raiders 53-man roster. That is far from guaranteed, as coach Tom Cable said Thursday that Trevor Scott is the projected starter at the spot Howard has held since he joined the Raiders as a second-round draft pick in 2006.
