The Rams announced a number of changes in their personnel department Thursday, including the promotions of Mike Williams to vice president of player personnel and John Mancini to director of college scouting. The team also hired Rich Snead as a pro personnel scout and Russ Bolinger as an area scout. Prior to his current position, Williams served as director of pro personnel for the Rams in 2009, responsible for managing the pro scouting department and overseeing the Rams’ evaluation of all professional leagues and available free agents.
