He hasn't been "allowed" to run as per Shannahan, but I believe this week Shanny said that they are going to start letting him run.
If rg3 doesn't have the threat of his running, he faces a lot more difficult coverages. That's why his reads and completion percentage are not as good this year. Toss in the facts of the injury and now his confidence Is shaken, and of course he's not doing well.
