Seattle coach Pete Carroll said Tuesday that WR Sidney Rice is highly unlikely to play in Week 13 against Philadelphia because of a concussion he sustained last week. With the Seahawks facing a short turnaround before Thursday's game, Carroll said the league's policy to clear concussed players back to practice "basically rules him out."
