Seattle coach Pete Carroll said Tuesday that WR Sidney Rice is highly unlikely to play in Week 13 against Philadelphia because of a concussion he sustained last week. With the Seahawks facing a short turnaround before Thursday's game, Carroll said the league's policy to clear concussed players back to practice "basically rules him out." Seattle WR Ben Obomanu is expected to receive the start in Rice's place versus the Eagles.
