The Tennessee Titans have decided against franchising free agent tight end Jared Cook. The Titans have said all off-season that Cook is a big part of their plans, but the team apparently decided against placing the tag on Cook for fear that a grievance to be tagged as a wide receiver might fall in Cook's favor.
