Philadelphia Eagles safety Nate Allen and offensive guard Evan Mathis have been ruled out for Sunday's game against the Arizona Cardinals. Allen suffered a concussion in a loss to the Bears this past Monday night. Rookie Jaiquawn Jarrett will make his first NFL start in place of Allen. Mathis (turf toe) will be replaced by King Dunlap, who will start his first game as a guard. Defensive end Juqua Parker is questionable with a high ankle sprain.
