With 2012 NFL free agency set to begin in just over two days' time, one of the biggest outstanding issues for the Buffalo Bills is offering restricted free agent tenders to key interior offensive linemen Kraig Urbik and Chad Rinehart. The reason they haven't done so already: the NFL has not yet set a salary cap. With the cap number coming in a bit lower than many expected, it is a virtual certainty at this point that both Urbik and Rinehart will get tendered, meaning that if they agree to a contract with another team as a free agent, the Bills will have the option of matching or (in all likelihood) receiving draft pick compensation for the lost player(s). Once the Bills do this, their biggest remaining outstanding issues on the unrestricted front will be left tackle Demetrius Bell and safety/linebacker Bryan Scott.
