I wouldn't say it was scary, some teams just never spend it and for as much crap as the Redskins get for trying to buy a championship, some teams fail to forfil their potential by underspending. Of course, you measure success on the field and we are talking about two play-off teams here but in the case of some teams, like the Minnesota Vikings, who continue to hide money in likely to be earned loopholes that result in massive cap credits, it can be puzzling especially if such a team has some serious talent but some gaping holes that are stopping them moving up to the next/higher level.

Btw, last season, over $250m of cap room, remained unspent, that is over two teams worth of salary cap room.
