Bills running back Fred Jackson has been cleared to play at Indianapolis this weekend after passing a series of NFL-mandated concussion tests. Jackson says he felt good before practice Wednesday, and coach Chan Gailey added that he expects the running back to play Sunday. Despite having Jackson back, Gailey said C.J. Spiller will remain the starter and get a majority of playing time. That's a switch in philosophy after the two had been splitting time before Jackson was hurt in a 37-31 loss at New England on Nov. 11.
