Charley Casserly of CBS Sports detailed the proposal for HGH testing that the NFL Players Association presented members of Congress last month. According to Casserly, the proposal included: No in-season HGH testing of players, only 10 percent of the players will be tested for HGH, players can decline to be tested for HGH, players will receive 24-hour notification before a test and players must fail three tests before they can be disciplined. It goes without saying that Congress was not impressed, with Casserly noting that lawmakers came away convinced that the NFLPA is not serious about implementing an HGH testing policy.
