Training camp will be the proving ground for whether Atari Bigby erred by refusing to sign his restricted free agent tender and skipping all the Green Bay Packers' offseason work but early signs suggest he did. His absence gave third-round draft pick Morgan Burnett extensive work as a starting safety in the Packers' organized team activities and minicamp, and Burnett has been perhaps the team's most impressive rookie in offseason practices.
