The article and rule being cited above is for NCAA football. Although I too think it's illegal in the NFL, I can't find the rule. It used to be a common sight in the old AFL to have a guy under the goalpost and see him try in vain to block a FG. That was then. If it is legal now in the NFL, all the more reason to fire Schwarz.

I think that 12-3-3 (if that's what you're talking about) is a reference to the referees definition of palpably unfair, but I might be wrong. Nope, that's it. I can't find when it was implemented but it seems to be a result of Morris Stroud doing it in the early 70's, so it probably dates back to sometime around then.
Bingo! Thanks for clearing that up. Your Morris Stroud reference IS what I was trying to recall when he played for the Chiefs. My season tickets were third row end zone and now I can clearly see Big Mo standing at the goal line directly under the crossbar.
