Basement Dweller Offseason Power Rankings 21-32

With so much movement throughout the league, I have decided to put together a  top  team by team Power Rankings list based off of new and old player acquisitions this offseason. Covering this section are the bottom basement dwellers.

21) Chicago Bears

Resigning Jay Cutler before the start of Free Agency was a smart move. Losing Josh McCown to the Buccaneers might hurt in the long run if Jay ends up injured again. Look for them to find a QB in the draft this year. Beefing up there secondary is also a must which they have done well so far.

22) Atlanta Falcons

The Falcons have had a decently quiet offseason. With lots of cap space available they need to upgrade there Offensive line and Defensive Front 7 to help Matt Ryan with a bounce back season.. If Clowney fell that far, look for them to swoop in and pick him up.

23) Tampa Bay Buccaneers

Already big players in the offseason, getting rid of Darrelle Revis's monster contract, getting QB Josh McCown.... its been a big week.  With the losses to Carolina, look for the Buccaneers to get some quality depth at all positions in the draft and be in the hunt for the division next season.

24) Buffalo Bills

Hopefully E.J. Manuel can have a bounce back season to really determine if the Bills need to go QB. Getting some help for Manuel at WR and TE would be great as well as solidifying there offensive line. Losing Byrd to New Orleans hurts, but he couldn't get a deal worked out to the bills likings. Getting a solid CB or S in the draft would help.

25) New York Jets

The Jets still need help at QB.. Geno Smith showed promise towards the end of the season, but I think he fits the bill as a backup. Getting Eric Decker from the Broncos is a great move, but look for the Jets to fill in holes at all positions in the draft.

26) Tennessee Titans

Another team looking to patch things up and get younger. Do they take a chance on another year of Jake Locker? How will they potentially replace Chris Johnson? Look for them to do some patch work on this years draft. Maybe they will come away with a gem in the later rounds to build on.

27) Dallas Cowboys

Dallas is/was in some serious salary cap casualties. Cutting some big name players such as DeMarcus Ware,  Miles Austin might be good in the long run, but not the short run. Look for them to take a step back this year as they tried to do too much during the lockout a few years back.

28) New York Giants

Resigning there guys have been valuable so far. Losing Justin Tuck  at the defensive line, and Hakeem Nicks as a weapon for Eli Manning is hard. Solidifying there defense this offseason is a start, but look for them to find some weapons for Manning and there secondary.

29) Minnesota Vikings

Hopefully they can find a gem at the QB position and defensive front 7.

30) Washington Redskins

By not having a 1st round draft pick, it certainly looks like typical Redskin fashion losing out on the trade for Robert Griffin III to the Rams. Thankfully they have gotten out of a financial bind from the last two years and can resign some studs on defense.

31) Oakland Raiders

Can you ask for a redeal of the entire Raiders roster? Hopefully they can score big on a QB this year to start.

32)  Jacksonville Jaguars

Trading away Blaine Gabbert was a score for them.. Getting a stud with the 3rd pick is a must. They can't  afford a dud this high in the draft. They pretty much need everything.
